Just had another thought re Cornwall for you. Luxulyan Valley. TW might be able to help more, but I think there is a fairly good route around and along the old leats. A level walk through woods, drop down trail onto lower level leat path, back to car park. A very interesting walk, full of history, wildlife and beautiful ancient woodlands. Not sure if you would get a MH up lanes though, some are narrow.

Snap TDA can't go far round here without a hill or two, even the riverside walk to Bolton Abbey has some steep rises.
Have loads of 5/6 mile dog walks round Ilkley from fairly flat to lungbusters and all circular if anyone wants further details let me know.
