I mentioned this "idea" to Mrs Bugs and she came up with 3 responses, all of which I think are relevant!! 
1. Why give incentives to "green platers" to be able to use the bus lanes? Surely they should be looking to improve public transport so that people use the buses in the first place!
2. What's to stop people with petrol/diesel cars switching to green plates to take advantage of the perks?
3. How will people react when their buses cannot move because the bus lanes are solid with cars?
It's not an issue for us personally as we don't have any public transport at all in our village!
